The Uganda Law Reform Commission (ULRC) has taken a significant step towards promoting awareness and comprehension of the Succession (Amendment) Act, 2022 by unveiling a user-friendly and comprehensive guide to Succession Laws in Uganda. The aim is to equip individuals with the necessary knowledge to effectively navigate the implementation of the law.
During the official launch of the guide in Kampala, Justice Minister Norbert Mao drew attention to the prevalent issue of succession disputes among Ugandans. He attributed these disputes to a lack of pertinent information on the execution of succession and a general reluctance to draft wills. “A significant number of individuals remain unaware of the extensive consequences associated with mishandling succession matters. Without a will, the future of the family remains uncertain,” Mr. Mao emphasized. He further highlighted that succession involves more than property distribution, encompassing the preservation of intergenerational wealth and the legacy of the deceased.
Commending ULRC for their efforts, Minister Mao acknowledged the user-friendly nature of the guide, which empowers individuals to navigate succession disputes within the legal framework. “The Succession (Amendment) Act, 2022 holds immense significance, and I extend my gratitude to the Law Reform Commission for simplifying its complexities. Undoubtedly, the role of the administrator general has been streamlined,” Mr. Mao stated.
Echoing this sentiment, Mr. Charles Kasibayo, the Administrator General, recognized the guide’s significant impact on resolving succession disputes arising from legal unawareness. He stressed the importance of utilizing wills to facilitate efficient estate management and urged individuals to utilize the guide as a resource for documenting their wishes. “Through the will, we can specify burial preferences, define property sharing arrangements and percentages, and clarify relationships with beneficiaries. By embracing this user guide, we can effectively address challenges associated with succession matters,” Mr. Kasibayo explained.
Ms. Pamela Kalyegira, Chairperson of ULRC, expressed appreciation for the support received from the Governance and Security Programme in developing the user guide. She emphasized the guide’s role in elucidating recent amendments to succession laws, thereby fostering a better understanding among users. “The amendments have introduced significant changes, and it is essential to ensure that users fully comprehend and appreciate them. Therefore, the user guide serves as a reliable tool for individuals seeking guidance on succession matters,” Ms. Kalyegira stated.
The User Guide to Succession Laws in Uganda aims to empower individuals with the necessary information to make informed decisions, promote family harmony, and provide clarity on the legal aspects of succession. With this valuable resource, individuals can confidently navigate the intricacies of succession, ensuring the orderly transfer of wealth and the preservation of family legacies.
