RDC and DPC in Court for Neglect of Duty in Bukedea Election Violence

The State House Anti-Corruption Unit, in collaboration with the Uganda Police, have arraigned the Resident District Commissioner (RDC) and District Police Commander (DPC) of Bukedea District in court following investigations into the unlawful acts during the LCV chairperson by-election in Bukedea District. The charges stem from their alleged failure to prevent a felony during the election, specifically the assault on aspirant Omagor Stephen.

The RDC, Tukei Wilberforce, and DPC, SP Charles Okoto, have been charged with neglect of duty for their inaction during the assault on Omagor at the Electoral Commission offices on June 6, 2023. Despite being members of the District Security Committee, their failure to take action in the face of the assault has raised serious concerns. Additionally, the Government Internal Security Officer (GISO) of Bukedea, Mr. Oluka Muhamoud, and councilor Malinga Dan have also been charged for their involvement in mobilizing the attackers.

The attack on Omagor Stephen was not only brutal but also resulted in the robbery of his nomination documents and a significant amount of money. Shockingly, the incident took place in the presence of police deployed by the DPC, yet no action was taken to apprehend the assailants or investigate the matter thoroughly. These charges highlight the alleged negligence and failure of duty on the part of the RDC, DPC, GISO, and councilor Malinga Dan.

The charges against the RDC, DPC, GISO, and councilor Malinga Dan revolve around their alleged failure to prevent the assault and uphold their responsibilities as key figures in maintaining law and order during the election period. As members of the District Security Committee, they held significant oversight roles and were tasked with coordinating government activities and ensuring the smooth conduct of elections.
