KCCA BOSS AND MINISTER FACE ARREST OVER UNSAFE SEWERS IN KAMPALA

Lawyers are pursuing the arrest of the head of Kampala Capital City Authority (KCCA) Dorothy Kisaka, and Minister Kabuye Kyofatogabye for neglecting to enforce a court issued in November 2021 by Justice Michael Elubu to safeguard city residents from hazardous roads, drainage channels, and associated infrastructure.

The court had instructed KCCA and the government to formulate and implement a plan within three months to mitigate the risks presented by unsafe roads and exposed drainage channels, manholes, and related infrastructure. The order was issued in response to a successful application submitted by Legal Brains Trust following the demise of a vendor Cissy Namukasa, who drowned in a drainage channel.

On March 14, 2023, GEM Advocates submitted an application to hold the head of KCCA and the Minister responsible for Kampala accountable for the postponed execution of the order. The application aims to have the officials detained in civil prison for failing to reduce the risks faced by Kampala city residents.

The court will hear the application on April 20, 2023, and if successful, the officials could face arrest and detention.
