KAMPALA, Uganda | The High Court in Kampala has marked March 7, 2024, as the date for the ruling in a case where the former Managing Director of the National Social Security Fund (NSSF), Mr. Richard Byarugaba, seeks to challenge the appointment of Patrick Ayota as his successor. High Court Judge Musa Ssekaana confirmed this decision on Monday, allowing both parties to present their final submissions.
Mr. Byarugaba’s legal team has been granted one week to file their submissions in rejoinder, with Justice Ssekaana emphasizing that the court will deliver the ruling through email correspondence. The decision comes after lawyers informed the court that they had adhered to its directive by filing their written submissions, accessible on ECMIS for the court’s review.
Mr. Byarugaba initiated legal action against the Attorney General and Gender Minister Betty Amongi, alleging the rejection of his re-appointment as NSSF’s managing director. He also contests Mr. Ayota’s appointment, arguing that it was for a position to which he was not entitled.
In response, Mr. Ayota contends that granting Mr. Byarugaba’s claims would be detrimental to the fund’s stability and against the public interest. He defends his appointment, stating that it was based on his outstanding performance as deputy managing director.
