KAMPALA, January 16, 2024 | In a ceremony at the Judiciary headquarters in Kampala, Chief Justice Alfonse Owiny-Dollo presided over the swearing-in of five judicial officers, including four magistrates grade one and one Acting Chief Magistrate.
The newly sworn-in officers include Ms Hilda Bakanasa Walaga, who assumes the role of Acting Chief Magistrate. Ms Walaga, formerly the Manager of Prosecutions at Uganda Revenue Authority, brings a wealth of experience to her new position. The other magistrates sworn in are Ms Asha Nakiwate, previously a Human Rights Officer with Uganda Human Rights Commission, Ms Pepera Edith Anne, Mr Derrick Kamanzi, and Ms Kembabazi Ackline.
Accompanied by Deputy Chief Justice Richard Buteera and Principal Judge Dr. Flavia Zeija, Chief Justice Owiny-Dollo urged the newly appointed officers to execute their judicial functions diligently, in accordance with the constitution and national laws. He emphasized the importance of dispensing justice without fear or favor, and the officers pledged to uphold this principle.
Rosemary Bareebe, the Registrar of the High Court, represented the Chief Registrar and assured the officers of ongoing orientation on judicial practice and services at their respective stations. Principal Judge Dr. Flavia Zeija cautioned against absenteeism and laziness, emphasizing the timely completion of cases and the provision of certified copies of proceedings to litigants.
Deputy Chief Justice Richard Buteera emphasized the responsibility the officers bear as the image of the judiciary, urging them to maintain good relations, exercise care, and avoid rudeness. He stressed the importance of accepting guidance from seniors and fostering collaboration with other government agencies.
In his concluding remarks, Chief Justice Owiny-Dollo invoked biblical principles, urging the officers to understand the constitution and their responsibilities while working with integrity. He quoted Deuteronomy 16:18-20, emphasizing the call to appoint judges who judge fairly, avoid perversion of justice or partiality, and follow justice alone.
The swearing-in ceremony symbolizes the judiciary’s commitment to upholding the rule of law and ensuring a fair and efficient legal system in Uganda. The new officers, with their diverse backgrounds and experiences, are expected to contribute to the pursuit of justice in the nation.
