The Republic of Uganda has officially ratified the International Labour Organization (ILO) Convention 190. This convention addresses the critical issue of violence and harassment in workplaces, signaling Uganda’s commitment to fostering a just society and a work environment that respects human rights and dignity.
On August 7, 2023, Ambassador Marcel Robert Tibaleka, Uganda’s Permanent Representative to the United Nations in Geneva, presented the instrument of ratification to Mr. Gilbert Houngbo, the Director-General of ILO, during a ceremony held at the ILO headquarters in Geneva.
Convention 190 (C-190) represents a historic milestone as the first international labor standard to comprehensively address violence and harassment in workplaces across various sectors. By ratifying this convention, Uganda joins the global effort to create work environments that are free from violence and harassment, promoting safety, respect, and dignity for all workers.
Ambassador Tibaleka emphasized that Uganda’s ratification of Convention 190 signifies the nation’s dedication to fostering fairness, safety, and respect within workplaces. This commitment aligns with Uganda’s vision of a society where human rights are upheld, and all individuals can thrive in a conducive work environment.
The Director-General of ILO, Mr. Gilbert Houngbo, commended Uganda for its decisive action, noting that Uganda’s ratification positions it as the 32nd country globally and the 8th African nation to embrace Convention 190. This collective effort signifies the region’s dedication to eradicating workplace violence and harassment, a significant stride towards achieving a more equitable future.
Convention 190 serves as a pivotal framework to combat workplace violence and harassment. It establishes a clear and internationally agreed-upon definition of these issues, encompassing gender-based violence, and emphasizes a collaborative approach involving governments, employers, workers, and their organizations.
Uganda’s ratification of Convention 190 is accompanied by the passing of the Amended Employment Bill in May 2023, incorporating the convention’s provisions. This unified effort underscores the nation’s determination to create lasting change and build a harmonious, secure, and respectful work environment for all.
