Senior Engineer faces charges in River Kagera bridge scandal

Charles Malinde, a senior assistant engineering officer for Tororo District, has been remanded by the Anti-Corruption Court on charges of causing financial loss, false accounting, and embezzlement. The allegations stem from his role as the Project Manager for the construction of the River Kagera Bridge in Tororo Municipality during the 2021/2022 financial year.

During Malinde’s tenure as the Project Manager, it is alleged that he failed to fulfill his responsibilities, resulting in a financial loss of over UGX 16 million for Tororo Municipal Council. Additionally, he is accused of embezzling UGX 3.6 million, which was intended for Kagera Bridge culverts. The prosecution also claims that Malinde provided a false statement of accountability by submitting a receipt falsely claiming it was issued for the supply of food to workers at the bridge.

The Anti-Corruption Court, presided over by His Worship Moses Nabende, heard the case against Charles Malinde. The court was presented with evidence of his alleged omissions and misappropriation of funds and property. Malinde pleaded not guilty to all charges, and the state attorney informed the court that the investigation had been concluded.

The legal battle surrounding Charles Malinde’s alleged involvement in causing financial loss and embezzlement in the construction of the River Kagera Bridge highlight the importance of accountability and transparency in public projects. Malinde was remanded to Luzira Prison until May 23, 2023 when his case will come up again for mention.
